Option on Trigger Conditions to add additional criteria

As an Event Manager

I Want to have the ability to add additional criteria to a trigger condition based upon object & field evaluation

So That I can add additional fields that must be populated before the email is triggered

Acceptance Criteria

Ability to add a new Trigger condition (Could be a system admin post installation step)
Trigger condition must have additional filter criteria possible, similar to Flow builder elements where the object / field can be added along with evaluation criteria and the value that must evaluate to true
A filter criteria that evaluates a field as non blank must be possible
Multiple filter criteria should be possible, maybe 3 or 5 max
All filter criteria added must evaluate to True before the email can be sent
Time based parameter must also exist as per existing trigger rules (Immediate, days before / after / etc)
Nice to have : Date based parameter (Already raised under another ticket by another user, could be combined into this solution)
