Provide an option on the Comms Rule to enter a Fixed date/time trigger option to send

As an Event Manager, I see that there is a trigger condition based on a "When to send" field which has options called "Time Based" and another one called "Immediately".

I would like the ability to input a fixed date and have it send Time Based, but an alternative option that is not based on anything, I would like the ability to Set a fixed date and time, click Run Comms Batch, and have the comms go off at my own will.
